Chronicle photo / Lea SuzukiAbout a dozen residents, mostly from Potrero Hill, turned out to complain about the Rolling Stones concert citing lack of response from city officials (including the police department) to the actual concert itself.
The two entertainment commissioners present promised to hold a future hearing with the full board but did not offer any concrete ways to ensure a similar situation doesn’t happen again. The Giants, who rent out SBC Park for concerts and other events, would not promise any changes to speaker placement or decibel levels at future shows
Lieutenant Greg McEachern said the police department will be better prepared for the next concert and will have an officer ready to calls from the public.
Committee President Jim Meko said the three-member committee will consider solutions to the problem during its next meeting in February before bringing the matter up to the full commission.

The solution is really simple: find out the speaker configuration for the 2d Dave Matthews concert where there was no noise disruption and make that speaker configuration a condition of the permit. Then, authorize police to pull the plug if promotor/talent deviates from the speaker configuration. And, if you really want to add teeth, make the promoter/talent post a $250,000 bond, to be forfeited if they deviate from the conditions of the permit. Unless there is a condition on the permit and/or a significant monetary consequence, there's no method of enforcement for music (or other) groups that come to town for a night or two, blast people out of their homes with noise and then leave for another venue. Certainly, an executive committee hearing, attended by only 3 commissioners, a few months after the event is not likely to do anything for the citizens of PH or this City.
I heard that people enjoyed hearing Mick live through their bedroom windows. They didn't have to pay $100 and battle the crowds.
